Europska sindikalna konfederacija ETUC provela je istra\u017eivanje o <a rel=\"noreferrer noopener\" href=\"https:\/\/www.etuc.org\/en\/pressrelease\/half-eu-countries-exclude-workers-minimum-wage\" target=\"_blank\">pravu na minimalnu pla\u0107u<\/a> u EU i do\u0161la do zaklju\u010dka da radnici u polovici \u010dlanica EU ne ostvaruju pravo na zakonski propisanu minimalnu pla\u0107u zbog svoje dobi, vrste zanimanja ili \u010dinjenice da imaju invaliditet.<\/p>\n\n\n\n<p>Naj\u010de\u0161\u0107i razlog zbog kojeg su radnici isklju\u010deni iz prava na minimalnu pla\u0107u je diskriminacija zbog dobi \u2013 u osam \u010dlanica EU radnici mla\u0111i od 21 godine dobivaju pla\u0107u u iznosu od 70% minimalne pla\u0107e (Njema\u010dka, Gr\u010dka, Irska, Latvija, Luksemburg, Nizozemska, Portugal i Rumunjska). Na primjer, osamnaestogodi\u0161nji radnik\/ica u Nizozemskoj zara\u0111uje samo 10.917 eura godi\u0161nje, umjesto 21.835 eura, koliko bi zara\u0111ivao da ostvaruje pravo na minimalnu pla\u0107u. U osam dr\u017eava doga\u0111a se i diskriminacija prema drugim osnovama, npr. diskriminacija sezonskih radnika\/ica, radnika\/ica u ku\u0107anstvu (Cipar, Francuska, Njema\u010dka,Gr\u010dka, Ma\u0111arska), pomorskih radnika\/ica (Malta), radnika\/ica na javnim radovima (Ma\u0111arska) i radnika s invaliditetom \u2013 primjer za to je Portugal, gdje radnici s invaliditetom zara\u0111uju samo polovicu iznosa minimalne pla\u0107e.<\/p>\n\n\n\n<p>Zaklju\u010dci ETUC-a temelje se na istrazi Vije\u0107a Europe o kr\u0161enju prava na pravednu pla\u0107u i na <a rel=\"noreferrer noopener\" href=\"https:\/\/c\/Users\/ljames\/Downloads\/2_EN_impact_assessment_part1_v4%2520(1).pdf\" target=\"_blank\">procjeni utjecaja<\/a> predlo\u017eene <a rel=\"noreferrer noopener\" href=\"https:\/\/www.bilten.org\/?p=35042\" target=\"_blank\">direktive<\/a> Europske komisije o pove\u0107anju minimalne pla\u0107e u EU. U tom dokumentu pi\u0161e da odstupanja od zakonski propisanog iznosa minimalne pla\u0107e &#8220;mogu produbiti postoje\u0107e nejednakosti za ranjive skupine radnika&#8221;, \u0161to je suprotno argumentima udruga poslodavaca o tome kako mogu\u0107nost rada za pla\u0107u ni\u017eu od minimalne pla\u0107e mo\u017ee olak\u0161ati put do zaposlenja za te skupine radnika. S time se sla\u017ee i Esther Lynch, zamjenica glavnog tajnika Europske sindikalne konfederacije koja je prokomentirala rezultate: &#8220;Velike tvrtke diljem Europe pronalaze rupe u zakonu koje im omogu\u0107uju da mlade ljude, \u017eene i migrante tretiraju kao jeftinu radnu snagu, i na taj na\u010din potkopavaju temeljni smisao minimalne pla\u0107e. Umjesto da pomognu najranjivijim \u010dlanovima dru\u0161tva da do\u0111u do zaposlenja, ove iznimke od prava na zakonski propisanu minimalnu pla\u0107u ih dr\u017ee u siroma\u0161tvu. Rad za pla\u0107u ispod razine minimalne pla\u0107e, koji \u010desto kr\u0161i me\u0111unarodne standarde ljudskih prava, trebao bi biti zabranjen u cijeloj Europi.
